INSTRUCTIONS FOR PUBLISHING LECTURES
at the Tomsk Technological Institute, approved by the Council of the Institute on April 17–19, 1907.
§ 1. The sums appropriated for the publication of lectures may be spent only on the publication of lectures delivered by professors and instructors of the Institute.
Note a. Lectures are not published for courses temporarily entrusted for a term of no more than one year; the publication of such courses may be begun if their full cost has been paid.
Note b. Lectures for elective courses of the senior semesters are published only by subscription among the students of these courses, in the quantity determined by this subscription; publication may be begun upon payment by the subscribers of approximately half the cost of publication.
Note c. Lectures for general courses of the 5th and higher semesters are published at a minimum in a quantity of 100 copies and at a maximum in an amount calculated for the full sale over the course of 2 years.
Note d. Lectures for general courses of the first 4 semesters may be published, in the case of a printed edition, in a quantity of up to 1000 copies; lithographed editions—in an amount calculated for sale over the course of 2 years.
§ 2. From the sums allocated for the publication of lectures, payment for the labor of compiling them is not permitted; the person in charge of the publication must be given material already subject to typesetting or transcription for lithography.
§ 3. The publication of lectures may be begun when at least half of all the material has been submitted to the person in charge. Exceptions are permitted under the material responsibility of the person delivering the course.
Instructions for Publishing Lectures
§ 4. In addition to the amount allocated for publishing lectures, aids for graphic work may be printed, such as: samples of architectural drawings, plans, samples for technical and topographical drawing, etc., each time with the permission of the department; any other tables (chemical, mineralogical, etc.), forms for recording observations during practical classes, etc., may not be printed.
§ 5. The reprinting of publications, whatever the publication, must be discontinued permanently.
§ 6. Commission sale of publications in the warehouse, even of those printed by professors and instructors with assistance from the Institute, may not be carried out; likewise, the warehouse manager must not conduct such sale of manuals, aids, and reference books.
§ 7. Professors and instructors who have published their course are issued, free of charge, 2 copies of the lithographed edition and 1% of the number of copies in the case of a printed edition; 2 copies, also free of charge, are transferred to the Library of the Institute.
§ 8. In setting the price per copy, one should be guided by the principle that all expenses connected with the conduct of the matter be paid, and that the sums allocated for the matter in no case be diminished.
§ 9. This instruction is issued by the Council for one year, with the understanding that, upon its expiration, it shall be submitted to the Council of the Institute for approval for a longer term, with such changes and additions as practice shall indicate.
