DRAFT REGULATIONS

on medals and prizes for student essays on special topics.

  1. In order to encourage students in scholarly pursuits, gold and silver medals and honorable mentions are awarded for the best essays on special topics announced by the meetings of the Departments.

  2. Topics for essays are proposed by all persons teaching independent courses, in a sequence determined by the Department, by December 15 of each year. Each Department announces annually, no later than January 15, at least two topics; moreover, for essays submitted on each given topic, no more than one gold medal is awarded; the number of silver medals and honorable mentions is not limited.

  3. The deadline for submission is set by the Department—one year or two years, depending on the nature of the topic. Essays are submitted no later than the corresponding January 15 under mottos, accompanied by an envelope bearing the same motto and containing the disclosure of the name. The envelope is opened in the event that a medal or honorable mention is awarded; otherwise it is burned without the name being disclosed.

  4. Medals and honorable mentions are awarded by the corresponding Departments; the reviewer of an essay is the person who proposed the topic, and in his absence—another person by commission of the Department; the review must be submitted no later than one month after the essay has been received by the reviewer. The right of acquaintance belongs to all members of the Department, for which purpose the essays are circulated in turn to all members for a specified period.

  5. The awarding of a medal or honorable mention is brought to the attention of the Council of the Institute and is entered into the diploma, with indication of the essay topic.

  6. All essays awarded a gold medal are printed in the Izvestia of the Institute in full or in extract.

Of the other prize-winning essays, only those that have received the corresponding favorable review of the reviewer are printed, by resolution of the Department.

  1. Prize-winning essays may be submitted as a diploma thesis.

  2. The expenses for the manufacture of medals are reimbursed from the Institute’s special funds.
