Regulations on the Prize Named after Emmanuel Ludvigovich Nobel, Established at the Baku Branch of the IMPERIAL Russian Technical Society.

§ 1. This prize is assigned the name the Emmanuel Ludvigovich Nobel Prize, and it shall be awarded for the best works or inventions in branches of knowledge inseparably connected with the petroleum industry.

§ 2. Candidates for the prize may be both Russian and foreign subjects.

§ 3. The amount of the prize to be awarded, constituting in total capital about 1000 rubles, is established annually by the Baku Branch of the Imperial Russian Technical Society; in establishing this amount, the Branch is guided chiefly by considerations concerning the condition of this capital, from the interest on which the prize is to be paid.

§ 4. The prize shall be awarded annually; moreover, the prize to be awarded for the first year is given for works devoted to the technology of oil extraction or to sciences closely related to it (such as, for example, petroleum geology). The prize to be awarded for the second year must be devoted to the technology of oil refining or to sciences closely related to it (such as, for example, petroleum chemistry); the prize to be awarded for the third year will be given for works on oil extraction, the prize of the fourth year for works on oil refining, and so on.

§ 5. Candidates for the prize must submit their works in the Russian language no later than three months before the awarding of the prize, i.e., no later than February 25 of the given year (see § 11).

§ 6. If in any year the prize, for whatever reasons (failure to submit works or failure to recognize a certain merit in them), is not awarded, then this prize is added to the next regular prize of the same kind. Thus, if the given prize is not awarded for works on oil extraction, then it is added not to the prize that will be awarded in the following year for oil refining, but to that prize which will be awarded in 2 years for oil extraction.

Note: However, the jury (see § 7) is granted the right, if it does not award, for the reasons set forth in the present paragraph, any of the submitted works, to issue, as encouragement, to one or several of the authors of the works submit-

... sums of money designated for competition; moreover, the amount of all sums taken together that are subject to payment must not exceed the amount of the next prize. At the same time, if only part of a prize is designated to be issued as encouragement, then the unpaid part of the prize is added to the nearest subsequent homogeneous prize, as stated in § 6.

§ 7. The awarding of prizes, as well as the issuing of incentive sums (see the note to § 6), is entrusted to a special jury, elected annually at the General Meeting of the Baku Branch of the IMPERIAL Russian Technical Society.

The question of the number of members of the jury, of whom, however, there must be no fewer than five, is left at each election to the discretion of the General Meeting.

§ 8. Works submitted for competition must be supplied with mottos; moreover, the author’s name, written in a sealed and stamped envelope attached to the work, is disclosed only after the prize has been awarded.

§ 9. The decision on the question of awarding prizes to one person or another is made by the jury mandatorily by means of a secret ballot.

§ 10. Applicants for a prize submit their works to the Council of the Baku Branch of the IMPERIAL Russian Technical Society, which then forwards these works to the jury.

§ 11. The day for announcing the results of the competition to the public is set annually as May 25, i.e. the day on which the firm of the Nobel Brothers Partnership was founded.

§ 12. The results of the competition are also announced both to the Nobel Brothers Partnership and to the firms participating in the formation of the present fund.

§ 13. The entire executive part of the conduct of the matter of awarding prizes, such as the printing of announcements, correspondence with the jury, receipt of works, payment of money, and the making of notifications (see § 12), rests exclusively with the Council of the Branch.

§ 14. One year before the awarding of the next prize, the Council of the Branch places the corresponding announcements in local, metropolitan, and provincial newspapers. The expenses for the announcement are made at the expense of the sum of the next prize; moreover, these expenses must not exceed 10% of the amount of that prize.

§ 15. On May 25, 1913, the prize is awarded for the best essay or invention devoted to the technology of petroleum processing, or to sciences closely connected with it, such as, for example, petroleum chemistry, etc.
