First All-Union Physics Congress

NOTICE

The First All-Union Physics Congress opens in Odessa on the evening of August 19, 1930, and closes on the morning of August 24.

The work of the Congress will proceed in general sessions and in sections, organized according to the conference type.

At the general sessions the following reports are planned: the present state of physics and the tasks of the Congress, physics and dialectical materialism, a survey of the present state of wave mechanics, personnel and ties with production.

Among the sections, the following are presently planned: physics of the molecule, atom, and nucleus; electrical and optical properties of dielectrics; magnetism and the dielectric constant; molecular physics and solid-state physics; electrical oscillations; geophysics.

The work of a section opens with a report presenting a survey of the present state of physics in the given field. At the beginning of each meeting the chairman, in an introductory statement, characterizes and systematizes the material subject to discussion at the meeting, after which brief communications by the speakers follow and discussion begins.

The results of the work of a section are summarized by its secretary at the general concluding session of the Congress.

A sea excursion along the coasts of Crimea and the Caucasus to Batum and back will take place on one of the steamships of the express line of Sovtorgflot. Departure from Odessa will be on the day of the closing of the Congress, August 24, at 6 o’clock in the evening; arrival in Batum on August 27, return to Odessa on the evening of August 30. Individuals and groups may interrupt the trip at any point along the coast; return to Odessa is not obligatory. The fare from Odessa to Batum and back, without meals, will be: in third class, made considerably better than on ordinary steamships, with the right to use the deck and the saloons of first and second class—15 rubles 40 kopecks; in second class—32 rubles 15 kopecks; in first class—41 rubles. The number of places is limited: in first class, 30; in second, 50; in third, 400.

In order to reserve the necessary number of places, the Organizing Committee must conclude the corresponding agreement with Sovtorgflot no later than August 5; therefore the Bureau of the Organizing Committee asks all persons wishing to take part in the excursion to inform it of this no later than August 2, indicating in which class they wish to receive a place and to what point they intend to travel: only to Batum, or to some other point on the coast, or to Batum and back to Odessa.

Arriving members of the Congress will be provided with accommodation in separate rooms or in dormitories, on preferential terms, and with meals for the entire duration of the Congress and the excursion. The arranging of free return travel from Odessa by railway is being undertaken.

The Organizing Committee asks all persons wishing to take part in the Congress, but who have not yet sent in applications, to notify the Odessa Bureau of the Organizing Committee no later than August 2 of their wish to secure accommodation and board. It is desirable to indicate whether a separate room is needed (at a price from 2 rubles to 12 rubles 50 kopecks per day) or whether a place in a dormitory is preferable (at a price of 1 ruble 50 kopecks per delegate per day, with from 3 to 7 persons in a room).
