THE LEGACY OF THE GREAT STALIN IS IMMORTAL

The Communist Party, the Soviet people, and the working people of the whole world have suffered the gravest loss. Joseph Vissarionovich STALIN, our teacher and leader, the greatest genius of mankind, has completed his noble life’s path, full of selfless labor and great deeds for the good of the people.

The ardent heart of the man who gave his entire life, without reserve, to the cause of elevating the working class, to the cause of transforming a society founded on the violence of man by man into a classless, communist society, free from the terrible ulcers of modern capitalism, has ceased to beat. The greatest standard-bearer of peace has passed from life—the one for whom the will of the peoples for peace was sacred, the desire of the peoples not to permit the shedding of blood in the name of the selfish interests of capitalist monopolies.

Deep is the grief of the peoples who have lost the leader who, together with immortal Lenin and after him for more than half a century, led humanity forward to communism. Stalin was the conscience of the world, the focus of the working class’s intellect, the banner of struggle and the hope of progressive mankind. Stalin and the truth of life, Stalin and the victory of justice—these concepts, in the minds of the people, merged into one; among the people there took shape, and was constantly confirmed by life, a firm faith: “Stalin is with us—the truth is with us,” “Stalin is with us—victory is ours.”

We grieve deeply. But we do not lose heart. Never lose heart, for our cause is just—this is what the Great Stalin always taught us. And now, in the days of bitter loss, we see our task as being “to turn grief into strength” (Mao Tse-tung). We know: Stalin is no longer with us, but we have not been left unarmed in the struggle ahead.

Herein lies the greatness and strength of the geniuses of revolution, Lenin and Stalin: as a result of titanic labors and care for the welfare of the people, they left behind them a great legacy—an indestructible foundation for further movement forward, the basis for completing that great cause in whose name they lived and struggled.

Under the leadership of Lenin and Stalin, the first state in the world of workers and peasants—our Soviet state—was founded and strengthened.

THE IMMORTAL LEGACY OF THE GREAT STALIN

The strength and might of the Soviet state are a most important condition for the successful building of communism in our country. We must continue henceforth to strengthen the Soviet state, to display political vigilance and alertness, mercilessly to expose and destroy the enemies of the Soviet state who encroach upon its might and integrity.

Comrade Stalin—the greatest theoretician of the national question—ensured the organization of a multinational state in which the age-old national discord has been forever eliminated, and the peoples formerly oppressed, with the fraternal assistance of the great Russian people, have overcome economic and cultural backwardness and have united into a single family of peoples. The friendship of the peoples of our country is the basis of its invincibility in the struggle against any enemies, external and internal. It is our duty henceforth to strengthen the fraternal friendship of the peoples of our country.

J. V. Stalin organized and tempered in military battles the Soviet Army, cared for its modern armament, and worked out the strategy and tactics of modern war. Under the leadership of the great commander Generalissimo Stalin, the Soviet Army fulfilled its liberating mission, utterly smashed the fascist military machine, and delivered the peoples of Europe and Asia from the threat of fascist slavery. The unfading glory of the liberating army will forever crown our Soviet Army. Our mighty Armed Forces are a reliable bulwark of independence, a support for the peaceful labor of Soviet people. Our sacred duty consists in continuing to care for the growth of the might of the Soviet Armed Forces.

Under the tireless leadership of Comrade Stalin, according to the plans he developed, our Party transformed a formerly backward country into a mighty industrial-kolkhoz power, created a new economic system that knows no crises or unemployment, and turned the alliance of the working class and the kolkhoz peasantry into a firm friendship between them, based on the commonality of their interests in building communism. The economic system of socialism is the foundation of the might of our Motherland, the stronghold of its further flourishing and of the growth of the people’s well-being. Our task consists in continuing to strengthen the economic system of socialism, to cherish and reinforce the friendship of the working class and the kolkhoz peasantry, and to care for the ever fuller satisfaction of the growing material and cultural needs of Soviet society.

Our Soviet country is no longer a solitary island amid the capitalist element. Under the leadership of Comrade Stalin there has been created a mighty camp of peace, democracy, and socialism, uniting more than one third of humanity. In fraternal unity, together with the Soviet people, there are advancing the great Chinese people, the fraternal peoples of Poland, Czechoslovakia, Bulgaria, Hungary, Romania, Albania, the German Democratic Republic, the Mongolian People’s

Republics. The heroic Korean people and the people of Vietnam are courageously defending the independence of their homeland. The formation of the mighty camp of peace, democracy, and socialism is the greatest achievement of the peoples, immeasurably strengthening the cause of socialism and still further deepening the general crisis of the world capitalist system. Our task is to continue in every way to strengthen the eternal, unbreakable fraternal friendship of the Soviet Union with the great Chinese people and with the working people of all the countries of people’s democracy, and to strengthen the solidarity of the peoples of the democratic camp.

Great Stalin always taught the Soviet people that the strength of our country, its firmness, also consists in the fact that it enjoys the profound sympathy and unshakable support of the workers and peasants of the whole world. The fraternal peoples abroad regard the Soviet people as the liberator of the peoples of Europe and Asia from the threat of fascist tyranny, as the first “shock brigade” in the struggle for the bright future of the working people, in the struggle against war, for the preservation of peace. In his historic speech at the Nineteenth Congress of the CPSU, Comrade Stalin pointed out, addressing the fraternal parties of foreign countries, that their support for the peace-loving aspirations of the Soviet people means, above all, support for their own people. This is explained by the fact that the interests of the Soviet people merge with the interests of the peace-loving peoples. The Soviet people highly value the sympathy and support of the working people of foreign countries and will continue to strengthen fraternal international ties.

Lenin and Stalin created our Communist Party, educated it in the spirit of principle, of fearlessness in the face of any difficulties, tempered its will in class battles, and transformed the party into a great force transforming society. Lenin and Stalin taught the party to value highly its inseparable bond with the people, the steel unity and monolithic cohesion of its ranks, the unity of will and action of all its members as the foundation of the party’s strength and invincibility. Devoted to the interests of the people, inseparably linked with the people, united around the Stalin Central Committee, the Communist Party of the Soviet Union will lead the Soviet people further along the victorious path of building communism in our country.

Our great teacher left us a theoretical legacy of exceptional depth and power. In his works he gave an unsurpassed exposition and development of Marxist-Leninist theory—Marxism as an integral and consistent world outlook, and as an instrument of scientific investigation, as a guiding method valid for all fields of knowledge and activity, including natural science. He gave the classic definition of the essence of Marxism: “Marxism is the science of the laws of development of nature and society, the science of the revolution of the oppressed and exploited masses, the science of the victory of socialism in all countries, the science of the construction of communist society.”

Comrade Stalin tirelessly taught that individual propositions of Marxism, valid under certain historical conditions, cannot be applied mechanically, without analysis of the concrete circumstances and conditions of development of the object under study. Marxism is not a collection of dogmas, but a powerful method of investigation that reveals the objective regularities formed under definite conditions. Like Lenin, Comrade Stalin provided classic examples of the application and development of Marxism in many fields of science.

In his brilliant work Economic Problems of Socialism in the USSR, Comrade Stalin set forth the basic economic laws of modern capitalism and socialism that he had discovered. Comrade Stalin formulates the chief features and requirements of the basic economic law of modern capitalism. They consist in securing the maximum capitalist profit by means of the exploitation, ruin, and impoverishment of the majority of the population of a given country, by means of the enslavement and systematic plunder of the peoples of other countries, especially backward countries, and finally by means of wars and the militarization of the national economy, used to secure the highest profits. In this law there find their generalization and economic expression the predatory, military, anti-popular policy—unparalleled in its cruelty—of the modern capitalist monopolies and of the state apparatus of the capitalist countries subordinated to them.

Comprehensively investigating the laws of social production and the distribution of material goods in socialist society, and defining the scientific basis for the development of the socialist economy, Comrade Stalin formulated the essential features and requirements of the basic economic law of socialism. They consist in ensuring the maximum satisfaction of the constantly growing material and cultural needs of the whole of society by means of the continuous growth and improvement of socialist production on the basis of the highest technique.

Two worlds—two different, objectively operating economic laws. In the capitalist world, the securing of maximum profit for a handful of monopolists at the expense of the plunder and ruin of their own people and the peoples of other countries; hence the reactionary domestic policy and aggressive foreign policy, the policy of wars. In the socialist world, the general growth of the well-being of the whole people at the expense of the continuous growth and improvement of socialist production; hence the moral and political unity of the Soviet people, its solidarity around the Communist Party and the Government, and the peace-loving foreign policy of the Soviet Government, inherent in the Soviet country by virtue of its socialist nature.

Comrade Stalin’s discovery of the basic economic laws of modern capitalism, on the one hand, and of socialism, on the other, is of enormous significance for the entire international workers’ movement, for the struggle of the camp of peace against the aggressors. It convinces

clearly shows that, so long as capitalism exists, there will also exist a cruel anti-popular policy, periodic crises and unemployment, the impoverishment of the masses, the militarization of the entire national economy within capitalist countries, the hatching of insane ideas about world domination, and a policy of organizing new wars. It convincingly shows, on the other hand, that the flourishing of the country of socialism, of the great Chinese people, of the countries of people’s democracy, and their establishment of a new type of international relations—relations of friendship and economic cooperation among peoples—is a law-governed process arising from the fact that in these countries another basic economic law has gained scope and is in operation: the law of socialism.

Of programmatic importance are Comrade Stalin’s instructions on the basic conditions for preparing the transition to communism.

For the transition to communism it is necessary to ensure a firm, uninterrupted growth of production in order to secure a new system of relations between town and countryside in the form of product-exchange, and for the all-round satisfaction of the material and cultural needs of the whole of society. Comrade Stalin teaches that the condition for the firmness and uninterruptedness of the growth of production is the predominant growth of the production of means of production, without which expanded reproduction cannot be realized.

For the transition to communism it is necessary to raise collective-farm property to the level of public property through gradual transitions carried out to the advantage of the collective farms, and to replace commodity circulation by a system of product-exchange. Comrade Stalin teaches that the system of product-exchange between the state and the collective farms should be introduced as the products of urban industry accumulate, without undue haste, but steadily, without wavering, step by step narrowing the sphere of operation of commodity circulation.

For the transition to communism it is necessary to achieve such a cultural growth of society as would ensure to all members of society the all-round development of their physical and mental abilities, so that members of society might have the opportunity to receive an education sufficient for becoming active participants in social development, so that they might have the opportunity freely to choose a profession and not be chained all their lives to one single profession. Comrade Stalin teaches that to accomplish this it is necessary to make a serious change in the present position of labor—to reduce the working day in order to free time for members of society to obtain an all-round education, to introduce universal polytechnical education, radically to improve housing conditions, and to raise the real wages of workers and employees. The all-round flourishing of all the abilities of every member of society is one of the necessary conditions for raising the whole of society to a higher stage of development.

Such are the three principal preliminary conditions for preparing the transition of Soviet society from socialism to communism.

The work of J. V. Stalin, “Economic Problems of Socialism in the USSR,” is a great and clear program for the building of communism, illuminating with the searchlight of Stalin’s genius our movement forward for many and many years to come. The Nineteenth Congress of the Communist Party of the Soviet Union resolved, in revising the Party program, to be guided by the fundamental propositions of Comrade Stalin’s great creation, “Economic Problems of Socialism in the USSR.”

Comrade Stalin’s new work of genius is the brightest example of a creative approach to Marxist-Leninist theory. As in his recent work “Marxism and Problems of Linguistics,” so in all his other works, Comrade Stalin once again teaches us how volition and action, theory and practice, must be combined; he teaches that the solution of practical tasks cannot be carried out blindly, without theory, and that theory must illuminate the path for practice. Science turns into empty and harmful scholasticism, into pseudoscience, if it does not study and see the tasks facing society, if it does not indicate the ways of solving them. Comrade Stalin has always advanced Marxist-Leninist theory in inseparable connection with the urgent needs of the revolutionary movement.

Comrade Stalin’s work of genius teaches us again and again that only the materialist worldview is the basis for the cognition of nature and society for the purpose of mastering the objectively operating forces within them.

An important task for us is to learn to apply the dialectical-materialist method of cognition in every concrete science. The foundation of every science is the existence of laws inherent in the object and operating independently of human consciousness. This applies equally to nature and to society. The socialist economy is no exception; objective economic laws, independent of human will, also operate in it. People who deny this proposition essentially deny science; and, in denying science, they thereby deny the very possibility of any prediction and, consequently, deny the possibility of directing economic life. The active transformation of the world that characterizes socialist society is based not on this society’s supposedly being able to abolish old laws and establish new ones, but on its being able to study the objectively operating laws and use them in its own interests; on its being able, relying on knowledge of objective laws, to limit the sphere of action of some laws and give scope to others.

Relying on the great teaching of Lenin and Stalin, we Soviet scientists shall fulfill Comrade Stalin’s behest—to overtake and surpass the achievements of science beyond the borders of our country, and to occupy first place in world science.

THE IMMORTAL LEGACY OF THE GREAT STALIN

In his speech at the Nineteenth Congress of the CPSU, addressed to the fraternal parties abroad, Comrade Stalin gave a profound analysis of the features of the present stage of the struggle of the working class against the bourgeoisie. The chief enemy of the liberation movement—the bourgeoisie—has become more reactionary, has lost its ties with the people, and has thereby weakened itself. It has trampled underfoot the principle of the equality of people and nations, replacing it with the principle of full rights for the exploiting minority and the denial of rights to the exploited majority of citizens. “The banner of bourgeois-democratic freedoms has been thrown overboard,” said Comrade Stalin. “I think that you, the representatives of the Communist and democratic parties, will have to raise this banner and carry it forward if you want to rally the majority of the people around you. There is no one else to raise it.” The bourgeoisie has also trampled underfoot the principle of the independence of nations; now it sells the rights and independence of nations for dollars. “The banner of national independence and national sovereignty has been thrown overboard,” said Comrade Stalin. “There is no doubt that you, the representatives of the Communist and democratic parties, will have to raise this banner and carry it forward if you want to be patriots of your country, if you want to become the leading force of the nation. There is no one else to raise it.”

How to rally the majority of the people around oneself, how to become the leading force of the nation—these tasks of the deepest strategy of the revolutionary movement were wisely solved, over the course of more than half a century, by the Communist Party of our country, guided by the great strategists of the revolution, Lenin and Stalin. Under the leadership of Lenin and Stalin, our Party, even in the early years of its development, succeeded in wresting the banner of bourgeois-democratic freedoms from the hands of the reactionary Russian bourgeoisie, succeeded in uniting around itself and leading the main masses of the peasantry, established a strong alliance of the working class with the peasantry, and today, by way of gradual transitions, is bringing it, together with the working class, to communism.

In wise and concise counsels the great leader conveyed to the fraternal parties the priceless revolutionary experience of the party of Communists of the first “shock brigade” of the working movement. The leaders of the fraternal parties receive these counsels of Comrade Stalin as his testament, which will help them lead the masses of the people in the struggle against the venal reactionary national bourgeoisie, against the instigators of war, for peace among peoples, for the bright future of their peoples.

Priceless is the legacy left by the Great Stalin to our people, to the working people of all countries. This legacy will forever be the support of the further movement of the working people forward. The cause of Lenin, the cause of Stalin, will never die. The banner of Lenin—Stalin will be carried forward by the great Communist Party of the Soviet Union, led by devoted

and experienced disciples and comrades-in-arms of the greatest geniuses of mankind, Lenin and Stalin. There are no forces in the world that could halt the onward movement of Soviet society toward communism.

Rallying still more closely around the Central Committee of the Communist Party of the Soviet Union and our own Soviet Government, headed by Georgii Maksimilianovich Malenkov, the talented disciple of Lenin and faithful comrade-in-arms of Stalin, and with firm faith in its inexhaustible strength and possibilities, the Soviet people is moving forward along the path toward the complete triumph of the great cause of Lenin—Stalin.
